Trying to identify a small Harp shaped pin with the word LIBERTY written across it.?

I found a small lapel type pin shaped like a figurehead harp. There is a green enamel band across the harp with the word, LIBERTY. I thought it might have something to do with Irish independence in the early 20th Century. I have been told it is not made in Ireland, but possibly the United States. What is it?
