Can you still qualify for a student loan or a grant if you have a felony?

There is this young guy that I know. He's 22 years old and he is in jail and has a felony on his record. He's really wanting to get his life right. He wants to go to a vocational school to study welding in hopes of making that a career. The only thing is of course money. I want to know can he still qualify for grants and or student loans with a felony on his record. I really need help on this one...I want this guy to make it he seems to really want to change his life...thanks for ur help
